The Texas Comprehensive Energy Assistance Program (CEAP) is a utility assistance program designed to assist low income households in meeting their immediate energy needs providing financial assistance, paying up to four of the highest bills during the year.

How to Apply for CEAP in Texas:

To apply for CEAP contact your local CEAP service provider. Click here to locate your local CEAP service provider (Click “Utility Bill Help”) or call 1-877-399-8939 between 8 a.m. and 5 p.m., Monday through Friday.


In order to qualify for this benefit program, you must be a resident of the state of Texas. And, you must have an annual household income (before taxes) that is below the following amounts:

*For households with more than eight people, add $5,075 per additional person.
A person who participates or has family members who participate in certain other benefit programs, such as the Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF) or certain needs-tested Veterans benefits may be automatically eligible.
